Abstract

In thisfourth "wave ", the one ofknowledge, it is known that, among the great challenges we shall face for the construction of a more modern, wealthy, andfair society, are those of diminishing the "gaps of knowledge" and that of eliminating problems with thejlow and the access to information, as it is emphasized
in the Reportfor World Development "Knowledgefor Development -199811999". prepared by the World Bank. Ifthe problem ofthe "gaps ofknoledge" is strongly connected to the deficiencies ofinformaion, then it is natural that in trying to solve those, we should lookfor solutions in order to correct htese. To eliminate the "gaps ofknowledge" may be n almost impossible taskfor developing countries. To diminish these gaps ispossible. Foccusing this purpose, the central question to which we
willlookfor an answer, in this paper, will be: How to use, in a most efficient way, and with positive results. the stock oftechnological knowledge available in a country? Searchingfor an answer to this
question we will analyse, briejly, some aspects of the typical environment where it is processed the generation, the commecialization, the transfer and the transformation ofknowledge into innovation. Whem. then, it is transformed into richness and it produces well being. When we know the peculiarities
of this type of market, and the characteristics of the agents that act in this processo we understand
that it will be possible (having data and the available information analysed and having a better
understanding of the existing problems of the present times) to suggest ways capable of accelerating economic and social benefits derivedfrom the transformation ofknowledge into innovation. Thus, the final aim ofthis paper is to present a proposal that enable us to shorten the "gaps ofknowledge" and,
thus, reduce information problems and maximizing society gains, by revealing and, efficiently, appropriating the existing knowledge and making it available for interchange, commerce and transference.
