The Special Zones of Social Interest, established in 2002 by the strategic master plan of the city of São Paulo, are urban instruments that aim to support the legal and physical regularization of informal settlements as well as foster the development of social housing in good locations, such as the Special Zones of Social Interest 3. However, even after
the perimeters of many Special Zones of Social Interest 3 had been defined in all central
districts of the city, social housing supply is still less than the region’s demand. The
performance of the Special Zones of Social Interest 3 leads us to search for methods to
forecast the results of these urban instruments before their implementation. In the paper we present the results of the “UrbanSim” (urban simulation tool) regarding its feasibility to forecast the impact on the Special Zones of Social Interest 3. The software was selected due to its capacity to develop a great number of spatial models considering many aspects of land use and the interaction with transportation, economy and environment. The method compared the urban data required by the tool, developed in United States, with those available for São Paulo, resulting in a critical analysis of the development of models within this urban context, marked by informal land use, aggressive real estate market dynamics and recent changes in the legal urban framework.
