A study about the construction process of the urban planning institutional instances at Rio
de Janeiro City Hall in the transition from the New State to redemocratization as from 1946.
Through interpretation of a specific documental archive, an analysis about the creation process and structuring of the Department of Urban Planning is undertaken stemming from the City Plan Commission, that is, a continuous process of institutionalization of urban planning
in Distrito Federal City Hall. A study (not the only possible) focused on the action of engineer José de Oliveira Reis, for his direct participation in this process of institutionalization as the Director of the Commission and of the Department. The analysis is thus centered in the
documental archive organized by Oliveira Reis himself, through which vestiges remain in
this archive on this creation process and structuring in the Urban Planning sector in Rio de Janeiro. In that sense, the text also briefly approaches the process of the continuous construction of the engineer’s urban planning thinking, understood as a parameter for dialog among professionals working as urban planners in the municipal administration.
